The PNUEA (Programa Nacional para o Uso Eficiente da Água) is Portugal's national policy framework aimed at promoting water efficiency across urban, agricultural, and industrial sectors. Officially launched in 2012 but developed over a decade, the programme responds to chronic water inefficiencies, drought vulnerability, and the increasing demand for sustainable resource governance.
Its core objective is to reduce water waste and increase efficiency through technological upgrades, behavioural change, and regulatory measures. Initial sector-specific inefficiency baselines were high (around 40% in agriculture and urban sectors, and 30% in industry), prompting targets for 2020: 20% urban, 35% agricultural, and 15% industrial waste reduction. The strategy includes over 80 specific actions ranging from irrigation system modernization and wastewater reuse to awareness campaigns, equipment standards, and drought contingency planning.
PNUEA emphasizes the water–energy nexus, linking water savings to lower energy use and carbon emissions. Its implementation relies on multi-sector collaboration, continuous monitoring, and public engagement to foster a culture of efficiency and resilience in a climate-stressed country. Golf courses, as part of urban and recreational landscapes, are indirectly addressed through measures related to irrigation, water reuse, and landscaping practices.
